On Friday, June 2nd, President Trump signed into law two bills to help law enforcement: S. 583, the American Law Enforcement Heroes Act, which permits the use of Department of Justice grant funding to be used for the hiring and training of U.S. military veterans for law enforcement officer positions; and S. 419, the Public Safety Officers’ Benefits Improvement Act, which aims to improve the Department of Justice’s processing of public safety officers’ death, disability, and educational assistance claims.
Late last week, the President sent two nominations to the Senate: (1) Callista L. Gingrich, of Virginia, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Holy See, and (2) George Nesterczuk, of Virginia, to be Director of the Office of Personnel Management for a term of four years, vice Katherine Archuleta, resigned.

Call for swift consideration in Congress of the American Health Care Act (H.R. 1628), so that Obamacare can soon be repealed and replaced, to relieve millions of Americans from Obamacare’s harms.

A Proclamation
We come together on our National Day of Prayer as one Nation, under God, to show gratitude for our many blessings, to give thanks for His providence, and to ask for His continued wisdom, strength, and protection as we chart a course for the future. We are united in prayer, each according to our own faith and tradition, and we believe that in America, people of all faiths, creeds, and religions must be free to exercise their natural right to worship according to their consciences.
We are also reminded and reaffirm that all human beings have the right, not only to pray and worship according to their consciences, but to practice their faith in their homes, schools, charities, and businesses ‑‑ in private and in the public square ‑‑ free from government coercion, discrimination, or persecution. Religion is not merely an intellectual exercise, but also a practical one that demands action in the world. Even the many prisoners around the world who are persecuted for their faith can pray privately in their cells. But our Constitution demands more: the freedom to practice one's faith publicly.
The religious liberty guaranteed by the Constitution is not a favor from the government, but a natural right bestowed by God. Our Constitution and our laws that protect religious freedom merely recognize the right that all people have by virtue of their humanity. As Thomas Jefferson wisely questioned: "can the liberties of a nation be thought secure when we have removed their only firm basis, a conviction in the minds of the people that these liberties are the gift of God?"
In 1789, President George Washington proclaimed a day of public thanksgiving and prayer, calling upon Americans to "unite in most humbly offering our prayers and supplications to the great Lord and Ruler of Nations." In 1988, the Congress, by Public Law 100-307, called on the President to issue each year a proclamation designating the first Thursday in May as a "National Day of Prayer." On this National Day of Prayer, the right to pray freely and live according to one's faith is under threat around the world from coercive governments and terrorist organizations. We therefore pray especially for the many people around the world who are persecuted for their beliefs and deprived of their fundamental liberty to live according to their conscience. We pray for the triumph of freedom over oppression, and for God's love and mercy over evil.
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States of America, do hereby proclaim May 4, 2017, as a National Day of Prayer. PRESIDENT TRUMP: CREATING AN EFFICIENT, EFFECTIVE AND ACCOUNTABLE FEDERAL GOVERNMENT

ACTION TO REFORM THE GOVERNMENT: Following President Donald J. Trump’s lead, the Office of Management and Budget (OMB) is taking action to reorganize the Federal agencies and reduce wasteful or duplicative functions.
- Today, OMB issued a reform plan, “Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce,” to chart the course for a restrained, effective, and accountable Government to better serve the American people.
- Federal agencies will immediately act to streamline the Government while developing their longer-term plans to:
- Take immediate action to save taxpayer money and reduce their workforces.
- Develop a plan to maximize the performance of Government workers by the end of June.
- Submit an Agency Reform Plan in 180 days to modernize and streamline their operations.
- OMB will work with all agencies to identify areas that should be eliminated, restructured, or consolidated across departments.
- The American people are encouraged to provide their input on how Washington, D.C., can best work for them.
- The final plan from OMB will incorporate input from the American people and each agency in a comprehensive reorganization as part of the President’s Fiscal Year 2019 Budget.
- Today’s guidance answers President Trump’s March 13, 2017, Executive Order directing OMB to submit a comprehensive plan to reorganize the Federal Government.
- The comprehensive plan builds upon President Trump’s January 23, 2017, hiring freeze for Federal civilian employees that helped to stop the growth of Government.
- All Federal agencies will follow President Trump’s March 16, 2017, Budget Blueprint to Congress to build their reform plans, ensuring taxpayer money isn’t wasted.

President Trump’s budget proposal this week would shake the federal government to its core if enacted, culling back numerous programs and expediting a historic contraction of the federal workforce.

The spending budget Trump is set to release Thursday will offer the clearest snapshot of his vision for the size and role of government. Aides say that the president sees a new Washington emerging from the budget process, one that prioritizes the military and homeland security while slashing many other areas, including housing, foreign assistance, environmental programs, public broadcasting and research. Summary: This Executive Order requires the Director of OMB—with input from each agency—to submit to the President a comprehensive plan for reorganizing executive branch departments and agencies. This plan would include recommendations for eliminating or merging unnecessary agencies or functions. The OMB’s final plan would include recommended legislation that could then be reported to Congress for potential consideration.
Under the EO, federal agencies would have 180 days to submit reviews and plans to the Director of OMB. OMB would then open a public comment period seeking suggestions to improve efficiencies. 180 days after the public comment period is closed, OMB would send a report and legislative recommendations to the President.

Preview of the President’s Address to a Joint Session of Congress
• One by one, President Trump has been checking off the promises he made to the American people. He’s doing what he said he was going to do.
• In Tuesday night’s speech, he will lay out an optimistic vision for the country that crosses the traditional lines of party, race and socioeconomic status. It will invite Americans of all backgrounds to come together in the service of a stronger, brighter future for our nation.
• All Americans share a desire for safe communities for themselves and their families. All Americans want their children to have access to good schools. And all Americans deserve good jobs that allow them to prosper and dream. For far too many people – “the forgotten men and women” – these fundamental desires have been out of reach for too long.
• The President will lay out the concrete steps he has already taken to make the American Dream possible for all of our people.
• He will talk about how he wants to work with Congress to pass a bold agenda. That will include:

· In the past, we have made the mistake of letting people into our country who harbor hatred for America. Our immigration system should not be a vehicle for admitting people who have anything but love in their hearts for this nation and our Constitution.
· This is an ideological disagreement between those who believe we should have borders and controls and those that do not.
· We will continue defending the EO in court and we are confident it will be upheld on the merits or an emergency stay of the judge’s ruling will be ordered upon appeal, but in the meantime, we are looking at taking additional action to comply with the current TRO while also addressing the very clear national security threats we are facing.

· On Friday, Feb. 3, a federal judge in Seattle issued a temporary restraining order against the President's executive order protecting the nation from foreign terrorist entry into the United States.
· The judge’s opinion had no reasoning whatsoever to explain why he believes the EO was unlawful.
· In contrast, a Boston judge who upheld the EO on the same day and explained in great detail why it was a lawful exercise of the President’s authority under both the Constitution and statutory law.
· On Sunday, Feb. 5, the plaintiffs filed a brief in 9th Circuit Court of Appeals.

· U.S. taxpayers can no longer carry a disproportionate share of the defense of western values.
· The United States will meet its commitments and responsibilities. Other nations must do the same.
Intel Community Allegedly Withholding Information from POTUS
· Statement from DNI spokesperson: “Any suggestion that the US Intelligence Community is withholding information and not providing the best possible intelligence to the President and his national security team is not true.”
· There is no reason to believe this is accurate. It is more thinly sourced reporting with anonymous comments from people who either don’t know what is actually going on, or have a political agenda – probably both.
· The broader story that is not getting enough coverage is that politically motivated “sources” continue to play fast and loose with national security, and the media are enabling them, presumably because clicks are more important than the safety and security of the American people.
· This has to stop. Unelected bureaucrats using our nation’s most sensitive information advance their personal political agenda is a threat to our democracy.
· Congressman Chaffetz views this as a serious breach of national security, as do we. We are not going to discuss sensitive national security information, protocols or potential actions publicly, but the White House takes this very seriously.
Florida Rally
· President Trump loves interacting with the People, so it should come as no surprise that he is going to continue taking his message directly to them, whether it is online or through events like the one taking place in Florida this weekend.
· Calling it a “campaign rally” is only accurate in the sense that the President will use campaign funds to cover the costs, rather than taxpayer resources.
· He looks coming back to Florida, a state that holds a special place in his heart after it was so instrumental in his historic electoral victory in November.
Russian Missile Deployment
· Russia has been in violation of its Intermediate-range Nuclear Forces (INF) treaty commitments since it first began testing this missile several years ago.
o The Russian Federation is obligated under the treaty to "not to possess, produce, or flight-test a ground-launched cruise missile (GLCM) with a range capability of 500 km to 5,500 km (310 miles to 3,420 miles), or to possess or produce launchers of such missiles."
· Deploying this weapon would represent Russia's continuing breach of INF Treaty commitments, as well as a significant increase in the nuclear threats facing U.S. friends and allies in both Europe and Asia.
· The United States remains committed to the INF Treaty and to President Reagan's "Zero Option" of no mid-range nuclear capable missiles in the possession of either power.
Russian Ship Off U.S. Coast
· The Department of Defense is aware of the vessel's presence.
· It has not entered U.S. territorial waters.
· The United States respects the freedom of navigation exercised by all nations beyond the territorial sea of a coastal State consistent with international law.
Resignation of National Security Advisor Michael T. Flynn
Topline:
· The President’s reaction upon hearing about General Flynn’s calls was that those calls were not improper, but he instructed his Counsel to review the matter before drawing any conclusions.
· The Counsel’s Office performed a review, after which the Counsel concluded that General Flynn was unlikely to be prosecuted. The President determined that it was an issue of trust.
· The President must have complete and unwavering trust in his National Security Advisor.
· The President was very concerned that General Flynn had misled the Vice President and others.
· The level of trust between the President and General Flynn eroded to the point where the President felt compelled to make a change – he asked for Gen. Flynn’s resignation, and he got it.
Russia:
· The irony of this entire situation is that the President has been incredibly tough on Russia.
o He continues to raise the issue of Crimea, which the previous administration allowed to be seized by Russia.
o His Ambassador to the United Nations, Nikki Haley, stood before the UN Security Council in her first appearance and strongly denounced the Russian occupation of Crimea, saying, “the dire situation in eastern Ukraine is one that demands clear and strong condemnation of Russian actions.”
o President Trump has made it very clear that he expects the Russian government to de-escalate violence in the Ukraine and return Crimea.
· At the same time, the President wants to foster a productive relationship with Russia -- unlike the previous administration -- so that we can work together to solve the many problems facing our world, such as the threat of ISIS.
Going Forward:
· The safety of the American people and the security of the American homeland are the President’s top priorities.
· The President has appointed General Keith Kellogg to serve as acting National Security Advisor, placing the National Security Council in very capable and experienced hands.
